ALS as edifice of OSY in Ligao City

























  The Alternative Learning System (ALS) is a parallel learning system that provides a
practical option to those school drop-outs in the formal education. These school drop-outs/
OSY-Adult  do not have the chances to finish their basic education (Grade 1-6 and Grade 7-
10) because of many reasons thus, the government implemented the ALS to give them
access to complete their basic education in setting which their schedule is flexible and fits
with their distinct situation and needs.

   To strengthen the ALS Program in Ligao City Division, The Local Government Unit of
Ligao City has been fully supporting the implementation of ALS Program and projects.  The
Former City Mayor Linda P. Gonzalez & the current City Mayor Patricia Gonzalez Alsua
provided us building (Hon. Jessie Robredo Building 2/ALS Center) to transact with our
clients, like the conduct of learning sessions, trainings, and livelihood programs. Moreover,
she strongly support the ALS advocacy by pronouncing that every barangay must strongly
implement the ALS program so that Out-of-school youth/OSY- Adult may continue their
education and make their time meaningful and productive. With the help of the Barangay
Captains for our advocacy, we have already 46 Community Learning Centers out of 55
Barangays for the School Year 2016. Indeed, they allotted budget for Out of School Youth
and OSY adults by providing our Instructional Managers materials and allowance for their
instruction.

   As far as Abot-Alam Program is concerned, we spearhead a division-level advocacy
through the launching and distribution of flyers, with the help of the LGU and share the
vision –“No Filipino Youth Left Behind”. We maintained a division database of OSY, turned
into learners and prepared consolidated reports for the updates and critical analysis on the
data. Furthermore, we linked with the NGOs,Private Sectors, Provincial Government
Sectors and  the local government most especially to the Barangay Captain to contribute to
the goals of Abot-Alam Program.
